These are two different things.
The alert you are seeing with the 10% is a health check integrated in TeamViewer. You can learn how to disable them here:
The connection issue with the message "verbinding niet tot stand gebracht" seems to be a bug.
I'd recommend you to restart the TeamViewer service on the remote computer:
