Can't Connect from M1 Mac mini

I am unable to connect to my old Intel Mac mini from my new M1 Mac Mini. I can connect to my old Mac mini from my MacBook just fine.
The target machine is on macOS Mohave. The machines that are trying to connect to it are both on Big Sur. They are all on the same network and all running the latest version of TeamViewer 15.17.6.
I have restarted all machines.
How to troubleshoot this?
