Connecting to VPN via Teamviewer API

I am creating a Winform application to log in and using the TV API, get alist of devices.  I can do that with no issue.    When I try to VPN to a device, I get a messagebox telling me I cannot initiate a connection.   

If I go through TV with my login I can do it.  I can also launch a VPN connection via a command line, passing parameters.    

What permissions do I need to do this?
