Is it possible to connect two devices via USB?

Is it possible to initiate RD on two devices - in this case an Android smartphone and Windows PC - via the USB-C port in my phone to the USB port in my PC? For, you see, in the absence of WiFi often I must resort to wired connections to most devices.

I do not know which version my USB port is. (i.e, 1.0, 2.0, 3.0)

    It's an oddly niche and specific reason that I need to conect them via USB, yet what I require can be accomplished by other means. Thanks for the quick reply.

    how about controlling a cell phone that has a broken screen, while your laptop doesn't have internet (as in you are not in a wifi zone)

    interested in this scenario as well as I have to test apps that sometimes are required to have no access to internet, but i need to be able to access the app on the mobile device that is wired-connected to a laptop. any hints are welcomed
