Design & Deploy insufficient permissions

Hi,

I am in need of the MSI installer for TeamViewer to push the package out via GPO.  I was directed to the section of the portal 'Design & Deploy'. When I try to access it, I get the message 'Insufficient Permissions'.  How can I get access to this area to download the MSI? Also, can I get access to the MSI for the previous version 11?
