Enterprise Policies - Can we disable remote end from disabling "Allow control"?

We have a few users that for some reason will disable "Allow Control" after our help desk connects to their machine. Is there a way to disable this setting for the remote end so they can't turn this off? Screenshot below of what I'm talking about.
