problems after downgrade

My old ipad does not support the version 15 (free version) that I had installed on the pc, so I uninstalled the version 15 on pc  and installed the version 13 in its place, but now I can't connect to the pc even with the phone..
By updating, the mobile phone connects to the PC, but of course the iPad does not.
What can I do?
