Participants are able to share screen

I noticed today during testing that any meeting I start, Spontaneous or Scheduled, will allow any participant with the meeting ID to share their screen. (I have only tested with none password protected meetings.) I was under the impression that only participants that had been assigned presenter would have this ability. Am I doing something wrong with my setup or is this by design?
