Account blocking WoL ?

Hello there, I'm using TV 13 and WoL. I have 3 PCs in the same network. Let's name them A, B and C. A is my PC on which I set up the TV Account. B is my wifes PC and C is the Server.

When I try to wake up B or C from A, it works fine. When PC A is shut down and I try to wake up C from B, I get an error that the Server is not directly accesable and there is to neighbour available. BUT when I start PC A and start TV all of a sudden PC B can start C with WOL. TV has to run on A, if just the PC is running and TV shut down, I get the same error msg on B mentioned above (and in the screenshot down below).

TV on PC A and B are configured the same, so is C which just doesn't have a TV ID in the WoL settings, because this is the only PC which doesn't wake up other PCs. They are all connected within the same account.

Any idea why PC A is mendatory for PC b to start C? It worked before TV13 but I can't garanty this problem is because of TV13. Is there something like a masteraccount?
