Activation on same computer shows moves exceeded message

We are using Teamviewer 10 business license. We recently formatted computer. Now, while installing teamviewer and activating it shows "your 9 moves are used" message.
We are activating on same computer. Then, why is it considered as move? Please help.

I see that you have been corresponding with your local support center regarding your licenses. Please contact them regarding your license moves as well and they will be able to assist.
