After Windows update, TeamViewer will not open or start

I have had team viewer installed on my computer for a while, I did a windows update today and now team viewer will not open. The service or the app to connect to other machines. I checked the event logs and there is an error about d3d9.ddl file.

I tried to Google the issue, looked like some directx thing so I reinatalled that, still didn't work. Tried reinstalling team viewer, no luck. Tried restarting, no luck. Windows update again, no luck.

Let me know if anyone has seen this or if you need more info
