can partner see my webcam without video call

Hi, wanted to know if user who connected to my teamviewer can see from my webcam without video call. I allowed voip when i got the notif.   did some research on TV says : Not only can you send and receive calls over VoIP, but provided that all participants have webcams, you may also enjoy high definition video conferencing, would this need permission or is that a video call? can they tap in through my webcam without me knowing or getting a notif of them taking pictures or using video through my webcam without me knowing?

    Thank you for your message.

    With the Meeting functionnality, you can start a video call directly from the menu, or after starting an online meeting:

    Directly from the Meeting tabDirectly from the Meeting tab

    After starting a meetingAfter starting a meeting

    However, no one can activate your own webcam.
