TV 12 will not install

I am trying to install TV 12 and upon completion of download i get an error box that says "windows cannot open the program". Version 13 installs just fine, but I'm working with Watlow tech support to program some controls and they use version 12. I need to know if there's a fix or if version 13 will interface with 12. Thank you.
