Unable to connect to Windows 10 laptop from Windows 7 desktop (TeamViewer 13)

I have a desktop computer running Windows 7 Pro.
I am trying to connect to a laptop running Windows 10 Home.
I am connected to an inside network connection (Intranet).
I am able to ping in either direction.

When I try to initiate a TeamViewer connection from the Windows 7 desktop to the Windows 10 laptop, I get this error:

Unable to connect
Partner could not be contacted at the given network address.

If I try to connect from the Windows 10 laptop to the Windows 7 desktop, it seems to work okay.
