Dektop (win10) and Android app to use parallel

I would like to know if it is possible to use DESKTOP and Andoid in parallel to get in touch with third parties.

Example: Use the desktop as the main screen and the Android device to share  camera / microphone to be flexible  from the another room or even outside.

on desktop i  like record the session. that would be perfect.
