Chat stops working when a new organizer is added

Hello,
I have 100 crew license. I have problem with chat during meeting.
When I am the only one who is organizer and presenter in meeting chat works perfectly to all participants. But when I assign someone else as organizer/presenter (there is two organizer in total), chat stops woking to all participants.
Note: chat option is set as allowed to all participants.
Can you help me with this.
