"Users" Clarification

Good afternoon,

Looking to deploy TeamViewer to our end users and would like some clarification on the following document:

Add your users to your company - 2/9 - TeamViewer Support

When adding "users" are these users the document is referring to the users who will be starting remote sessions and engaging with support requests and remote machines? Or are these "users" anyone who will need TeamViewer installed on their machine to facilitate support sessions in the future.

The users in this guide refer to those who will be making remote connections and providing support.
