WoL only works through Management Console

For the past 2 years I've been trying to fix WoL, and I got it working through random apps on the play store.
I used Wireshark to check for incoming packets on UDP port 9.
Teamviewer never sent packets through the android app or the web app, but it did actually send packets and woke up the PC when tested, through the management console.
How? Let the moon figure out.

I am using Windows 11, Intel I225-V ethernet adapter, Auros B660M DDR 4 mobo. Teamviewer host, installed today.
Using port 9 and the WAN address, and I have forwarded port 9 to my PC. This works perfectly for WoL with other random apps.
