In the user manual, there is Download for Web Restore section but I do not see any download option when I click on the restore.

I see what you mean. In https://dl.teamviewer.com/docs/en/User-Guide-TeamViewer-Remote-Management.pdf on page 66 it does show a Download option. I do not have that option either. I believe that feature has been removed. If you want to "download" the files to your system you would first need to install TeamViewer backup on your system. Then you can use the "restore to another device" option to restore the files you need to your system that way.
