Wake on Lan working only from Power saving and not from shutdown

Hey Everyone!

I was setting up the wake on lan option with Teamviewer and got to the point that I can wake it up from the Powersaving mode (which kinda also not works due to that I would have to log in which I can not do with Teamviewer, but not my concern right now) but I can not wake it up when it is all the way shut down.
Asuming that I can wake it up at least in some form tells me that most of the settings are correct. Anyone can help me out to make it work on my shutdown computer aswell?

TLDR: WOL works but not when shutdown. Help?
