Participants and Organizers Numbers

I have two questions:
1- When I add another Organizer, do I also get another set of Participants? Say if I have the CREW and I wanted to add 2 more organizers, do I get 75 Participants in this case?
2- Can I add increase the number of organizers later on after purchasing the plan?
