cannot unistnall team viewer

i'm trying to install the latest version of team viewer 15.11.6. it shows the hour glass then dies. nothing happens.

i looked in programs and features and see that team viewer 15.9,4 is installed, so i try to uninstall it but i get the error "you do not have sufficient access to uninstall TeamViewer" and tells me to contact the system administrator.

i AM the system administrator and i tried while logged in as

A) my user account which has full admin rights

B) the domain admin, which has full local machine admin rights

C) the local machine admin account

how do i get 15.9.4 uninstalled and how do i troubleshoot the failure of the 15.11.6 installer to launch?

Are you able to uninstall other programs? If yes, could you please share a screenshot with the mentioned message?
