Mac wont allow access

My mac mini wont allow access, when I go to 'check system access' and allow all three in accessibility, they will not save Screen recording and Full disk access. I did every step a few times now. But it wont get the Green 'allowed' status I want to get access. are there any other steps I should take that I have missed? Thanks in advance.
