wont connect to router

hey team!
Im trying to access one device from another. i can do it no problem when they are both connected to the same WiFi. however, when i try to connect over my LTE, or from another WiFi, it says;
"Error - No connection to partner! - Partner did not connect to router - Error Code: WaitForConnectFailed"
is there a reason i cant connect on personal devices? is there a log i can pull that may help diagnose this?
please note, i have Teamviewer, QuickSupport, and Host installed on all devices.
