No license transfers left

I kindly ask for support for TV activation.
Licence type is Business + Meeting Crew. When trying to log in the message about the installation limit.
It's ok, a well known and common problem.
But unfortunately, the problem occurs when trying to deactivate any of the devices, the message "Error: No license transfers left".
What does that mean? What "transfers?
