How do I disable "Show comment window after each session" as a Premium user?

How can I change (disable) "show comment window after each session" and can I do it in a general setting to all users?

If the option is greyed out it could mean 2 things:

You do not have admin rights on that device
Or the device is part of a company profile and the administrator of the company profile has applied a policy
