How do you install TV15 on Debian 10 after it is downloaded.

I am NOT a Linux user. I'm barely a PC user. That being said....

I had to reinstall Debian 10 due to HDD failure. I downloaded and extracted TV15 into my system, but I cannot get it to install.

There are no Linux people here anymore, so I have come to ask the community for help. I need it in baby steps. Imagine I just graduated from my TI-99-4A.
