Can't control remote desktop via Catalina 10.15

I am not able to control a remote desktop using MacOS Catalina 10.15.7. Able to log in and see a gray desktop but can't control machine remotely.
All of the System Preferences are Allowed on the remote desktop (Screen Recording, Accessibility, Full Disk Access are all checked/granted access as "Allowed"). Using Teamviewer v15.25.5 on both remote and local device. Catalina 10.15.7 on both desktops.
I've also tried uninstalling/reinstalling TeamViewer on remote desktop. No luck there either.
Any ideas?
