virtual monitors on headless Windows machine

Can anyone tell me if this is possible, I know it can be done through Windows Remote Desktop, but not sure if Teamviewer can. The host machine has no monitor attached, I'd like the user to be able to use the machine as if it had two monitors attached (assuming they have two from the guest side). Is there a setting which would allow this ?
