left to move the licens

Today i got this mistake: "There are no opportunities left to move the license"

I can't deactivate one of my devices. Why?

    I'm TeamViewer customer.

    On 2018 I was purshace 1 x TeamViewer 13 Business (#licence: 09-32504-250961-570145, account: ihor_@hotmail.com) for charitable medical Center (IRC) in Kyiv.

    I am satisfied with the work of the product, it helps us a lot in our charity work, especially now in this difficult time.

    Since I know that only 3 computers can be installed in the system at a time, I wanted to Deactivate device one of them (ID: 706 577 304) to add another. See appendix.

    But the program does not allow me to do so, I kep getting the message: "No license moves left".

    Can you help me?
