Can't Connect on Windows 10 Error Code 3

When I select a connection on Windows 10 and choose connect with password or when I enter a remote ID and click connect the ready to connect status bar changes to "connecting" then changes back to "ready to connect" after a few seconds. When I view the logs I see: "IProcessCommandHandler[30]::CmdEndSession(): Received CMD_ENDSESSION with reason: 3"

    Carrier[39]::CmdEndSession(): Received CMD_ENDSESSION with reason: 3

    Cannot find any documentation to tell me what the reason code response means.  Is there a table anywhere that might give an explanation of the reason codes?
