who is this hacker???!!!

someone with my name and the ID number managed to access my pc and wiggle my screen apps around! how did this person get my name and credentials, i've already added this number to my blocked list. have put myself as Offline, revoked all trusted devices, have changed my password and initiated 2FA. how do I stop this from reoccuring?
