I am trying to register an administrator who had already been registered and later deleted. When I register it again, it tells me that the email is already in use.
How I should proceed?

As per your explanation, I understand that this user account still exists. That means that in the past, you just removed the user from your company profile but didn't delete completely their account.
The only way to add this administrator again is to do it from the "Join a company" process explained here: 👉 Add an existing account.
📌 Note: they will have to sign in with their credentials. If they don't remember their password, they can reset it with the following link: https://login.teamviewer.com/LogOn#lost-password.
