Can't copy and paste on mac from a windows computer

I've synchronized the clipboard, that works. but when I try to copy on mac to paste it back to the mac the keyboard shortcut does not work. I've tried windows key + c/v, that only triggers the window modal to pop up. I tried changing the keyboard settings on mac so that the command key is triggered by the ctrl key, it still doesn't work. Somehow ctrl + s works.
