Not sure why a person cannot connect to my TeamViewer?

Please make sure they also have a TeamViewer account.
After they sign in, they will be able to use the ID/Password you provided to start the remote session.

Thank you- I have an account and I have given them the ID and PW to connect. Still no success

This message occurs when the person who starts the remote session is not logged in with a TeamViewer account. For security reasons, to start a remote session, it's now necessary to log in with an account.
📌Note: The partner who just receives the connection doesn't need an account, just the person who starts it.
