Wake On Lan Free to use?

Hi,
I have recently decided to implement wake on LAN yet have been experiencing some difficulties. As I was looking for a solution I came across some information which states WOL is not supported by the free license, hence you have to pay for a license to use WOL.
This confused me a bit as when I first implemented WOL it worked for a bit then it stopped.
Therefore I am now asking the community for a bit of clarification on the matter and teamviewer's WOL in general.
