Remote connection after rebooting remote computer

Hi - I'm accessing a remote windows device using my laptop. Performances has been erratic and I was thinking that rebooting the remote device might help. I saw many posts in the community forum about people not being able to re-connect with their remote device after rebooting it. So, really, two questions:

1) what's the safest procedure for rebooting the remote computer (what states, switches and commands need to be in place);

2) have difficulties with this problem been resolved - I don't want to lose contact with my remote device
