Add PC sometimes managed sometimes bookmarked?

We are migrating away from TeamViewer Manager to the web portal.

When I add an existing client, taking the details from our documentation and adding it in the portal, a majority of the PCs end up being "managed", as in I can set a policy, others appear as "added as a bookmark" and I can't.

In both instances, the PC was added through clicking on the +client icon, entering the ID, password and a name and clicking save. When I go back into the PC and try to set a policy, I can randomly set a policy on some, but on others I am told it is bookmarked and I can't set a policy!

I've tried deleting and re-adding the "bookmarked" PCs, but they always come back as a bookmark... I can't see a way to specify, whether a PC is a PC or a bookmark, what am I missing?
