macOS user can't connect to Windows on lock screen

When I use the Mac version of TeamViewer to connect to a Windows PC that is on the lock screen, it says I have to wait for the user to accept the conenction.

This is correct, if the user is logged on and active, but the policy is set to allow connection, if the PC is on the lock screen. This works fine on Windows to Windows, the remote session is started and I can log on. On the Mac, it doesn't, either I get the "must wait for user to accept" and it remains blank, or I might have luck and can connect, but will be disconnected after 80 seconds... If I unlock the PC, log out and log back in, within those 80 seconds, I can carry on as usual...

If the PC is at the logon screen, it works properly - I can connect and log on without any problems.
