How do I connect to android tablet, via unattended access, upon tablet restart?

I work for a taxicab company, and we own 50 samsung a9+ tablets. We need to be able to remotely enter the main password for the tablet after the driver restarts said tablet; however, driver obviously can't open any apps until password is entered.

Driver can wake tablet, that's not an issue; the issue we're having is, upon restart of tablet, team viewer host isn't running, or at least, we can't connect to it to type in password.

Anyone have any thoughts?
