Can't join new user to company

I am the company admin.  I created a new user, but the user did not get the activation email.  I waited 2 days for the email to come, but it never did.  I deleted the new user, with the intent of re-adding them, hoping that they would get that activation email.  But, when I try to re-add, it says that the email address is already in use, and now the user HAS received the activation email and clicked the link.  They have created their account, but it doesn't show under User Management.  If the user goes to https://login.teamviewer.com/cmd/joincompany, it says no account is found.   Thanks for any help.
