Host is Asking for Unattended Access After Restart

Trying to push out Teamviewer Host 13 silently to all my machines. It works great, except for when restarting the machine for the first time after restart, it prompts to setup unattended access. Every subsequent time it doens't seem to prompt. We're using the host because we want to remote these machines without the user having to dowload the EXE first. However we don't want unattended access, we want the user to give us permission. Is there a way to stop that prompt?
