Unable to Move Users

I've been trying to move users from one of our accounts to a new account. However, each time I do I get the following error:

This device has owner-specific services activated. To move this device to a different owner, please deactivate these services:

There are no services listed, and no services associated with the accounts. However they still will not allow us to move them. As we're moving from one license to a corporate license we need to get these users moved over before we cancel the old account.

Whats the best way to go about doing this and resolving this error? I can't imagine we're the only ones whom have experienced this.
