Business account with only one device available (it says 3)

I got this entering my business acc preferences:

Manage your Business account here

You can use your Business account on up to 3 devices. Simply log in into your computer & contacts list to use your product.

 But everytime I try to add a new computer I get the following error:

License conditions exceeded. Please remove one of your existing devices first
