TeamViewerQS without Admin Rights

From my understanding, you should be able to run TeamViewerQS without admin rights. Whenever I test it with a non-admin account, it doesn't open. When I right-click and choose "run as administrator" it opens up fine.
We block applications, and white list directories in Windows Active Directory. I've added "C:\Program FIles (x86)" to the list, and copied TeamviewerQS.exe to that directory and rebooted. It still won't run.
Any input is appriciated, and thank you in advance.
