Cannot access a network computer that is asleep

Both my network desktop computer and my laptop computer, both on my local area network, cannot be accessed when they are asleep.  I have Team Viewer in the start up menus and have activated "Incoming LAN connections". 

Is it at all possible to access a sleeping computer?  Should I somehow adjust the computer inactive modes in Windows !10?
