Full access control from Windows login screen

I'm trying to set TV up so that when someone is logged in, the person must approve a remote control request.  When it's at the login screen, they have Full Control.  I know I need to select the "Full access control when a partner is connecting to the Windows logon screen" but the option is grayed out and I can't figure out why.

Thank you for your post.

It should be a policy of disable Full access control when a partner is connecting to the Windows logon screen applied on your current device. Kindly contact your license Company administrator or IT administratoron the option of changing the accessibility.
