I can't find the option to start Teamviewer with windows.
Shouldn't it be under "general" ("Allgemein")?

You may have an old version. I recommend you to update your client, you will see the option in section General:

I've figured out the issue, but forgot to write here: I didn't realize the option is only there when you have started TV as an admin, which I hadn't.

Could you please try to enforce and assign the following policy to the Host: Start TeamViewer with Windows.
You can then restart the Host.
