Conditions of navigation bar appearing on the remote control panel

I am now planning to deploy Android devices to some locations in order to broadcast digital signage contents to monitors. On the testing process, I found navigation bar appears on some models, but navigation bar doesn't appear on the other models. Please refer to the bottom blue part of following picture. I would appreciate it if you could advise me about what conditions affected it.
