Computers & Contacts panel jumps to center monitor

The Computers & Contacts panel will not stay in place on the monitor that it is placed.  It jumps to the center (primary) monitor of the three monitors.  Also it will not stay at the edge of the monitor.

How can I make it stay where it is placed?  It seems rude demanding it's position.
